As you gather the following items, Antonella suggests for you to have a lot of extra supplies, especially glue sticks and blue coloured paper.
According to her calculations, each sheet of 8 1/2″ x 11″ card stock paper will yield you ten pieces and you will need exactly 264 for this 16 1/2″ x 24″ wall hanging. The measurements in this post are to specifically fit a roll that is 17″ long and 1″ in diameter. Anything shorter or thicker will pose a problem.
